For local authorities

Assessment capacity your programmes can lean on

Whether it is council stock, a Warm Homes Local Grant pipeline, or a private-sector housing team preparing for 2030 enforcement, delivery starts with assessments done properly and evidenced properly. That is the part we do.

The problems we take off your desk

Grant delivery is gated on assessments

Warm Homes Local Grant and every PAS 2035 route require a compliant retrofit assessment before a single measure is installed. Assessment capacity is the bottleneck national programmes keep hitting — securing it locally is what keeps a pipeline moving.

Awaab’s Law now reaches council stock

From 30 November 2026, Phase 2 extends enforceable investigation timescales to excess cold and other HHSRS hazards. A cold home becomes a clock, and the underlying causes are exactly what an energy assessment documents.

Enforcement needs evidence, not estimates

Private-sector housing teams enforcing MEES need current, accurate certificates to act on. Our assessments carry full photographic evidence under RdSAP 10 — every window measured, every input defensible.

How we tailor the service for local councils

Programme-scale capacity

London-based with reach beyond it through our accredited assessor network — batches scheduled around tenant engagement, void turnarounds prioritised so re-lets never wait on a certificate.

PAS 2035 retrofit assessments

The full retrofit assessment funded programmes require: condition, occupancy, ventilation and energy, delivered by accredited assessors and ready for a retrofit coordinator to build on.

Evidence quality by default

Elmhurst and ECMK accredited, RdSAP 10 methodology, photographic evidence throughout. Data that survives audit, challenge and FOI.

Reporting your teams can use

Per-property certificates plus programme-level reporting — band distributions, hazard-relevant findings, and expiry mapping across whatever stock list you give us.

Awaab’s Law — Phase 2: excess cold becomes enforceable from 30 November 2026

Investigation and response clocks will apply to cold-home hazards in social stock. Knowing which properties are exposed — before a tenant reports — is an assessment exercise, and one worth running this year.

The compliance clock

Today

Band E is the letting minimum

It is unlawful to let a domestic property rated F or G without a registered exemption. Roughly 60% of privately rented homes sit at D or below — compliant today, exposed tomorrow.

Local councils — questions we get asked

Can you handle procurement requirements?

We work with framework call-offs, purchase orders and formal quotation processes, and can provide accreditation evidence, insurance documentation and method statements as your procurement needs. Tell us the route and we fit it.

What volume can you take on?

We are London-based and scale through a network of accredited assessors, which is how we cover programme work. Give us the stock list and timescale and we will tell you honestly what we can commit to — and we would rather commit to less and deliver it.

Do your assessments work for grant-funded retrofit?

Yes — the PAS 2035 retrofit assessment is exactly what Warm Homes and legacy ECO routes require before installation, and our domestic EPCs satisfy the certificate conditions on heat pump funding.

How do tenants get treated?

Respectfully and flexibly — confirmed windows, identification on arrival, and reasonable adjustments where housing officers flag them. Access failures are rescheduled without drama; they are a fact of occupied-stock work.

Talk to us about your programme

Tell us who you are and what you manage. We come back within one working day — usually with your first question already answered.

No obligation, no mailing list — a person reads this and replies.

Rather talk it through first?
