The housing stock in Stockwell

If you own a former council flat, the block having a certificate somewhere does not cover you — the dwelling you are selling or letting needs its own. What the assessor records is your flat: its exposed walls, its own heating, its own windows. The rest of the block only matters where it touches you.

The stucco fronts rule out the obvious wall fix

Much of the Victorian stock sits in conservation areas with rendered or stuccoed frontages. External wall insulation is a non-starter — it would bury exactly the detail the designation protects. Where solid walls are the binding constraint, internal insulation on the coldest rooms is the only realistic route, and it is worth knowing that before an EPC recommends something you will never be allowed to do.

The 2030 rule change in Stockwell

The minimum rating a landlord must hold rises from E to C — 2028 for new tenancies, October 2030 for the rest. What that means depends heavily on what you own, and Stockwell is a specific case.
