Elmhurst Energy — the accreditation scheme we assess under, and one of the largest in the country — confirmed the postponement of EPC reform to the second half of 2027 and set out what it means for assessors and for the people who commission us.

We think it is worth being transparent about where our own information comes from. When we tell a client what is changing, this is the chain: government publishes, our accreditation body interprets it for the profession, and we apply it to your specific property. It is not trade press speculation, which is why our rules summary declined to state an October 2026 date at a point when a lot of published advice did.

What the delay means for assessors

The reformed regime is a substantial change to the working method — four headline metrics rather than one letter, and a move towards the Home Energy Model as the underlying calculation. That requires retraining across the whole profession, on top of the RdSAP 10 transition that already landed in mid-2025 and lengthened every survey.

Doing both at once, while also delivering the assessment volume the Warm Homes Plan implies, was the collision that produced the delay. More time is genuinely better than a rushed launch producing certificates nobody trusts.

What it means for you: get the number now

Our advice is unchanged, for three reasons.

  1. The rented-sector deadline did not move. C-equivalent by 1 October 2030, £10,000 cost cap, plus a secondary standard. That is a separate policy stream from certificate design.
  2. Ten-year validity is confirmed to survive reform. A certificate lodged now is good for ten years and a C reached before 1 October 2029 carries you past the deadline.
  3. Capacity gets worse near deadlines, not better. The shortage that delayed the policy is the same shortage that will make assessors hard to book in 2029.

What we will not tell you

We will not quote you a firm switch-over date until government publishes one. The current position is "second half of 2027, with a date to be agreed by summer 2026", and anyone stating it more precisely than that is guessing.
